History and design
The Royal Navy £2 is the second coin in the First World War centenary series, after the 2014 coin for the outbreak of war, and this is its first form. A proclamation in force from 9 October 2014 set the design with the legend used alongside Ian Rank-Broadley's fourth portrait of the Queen, in base metal, silver and gold.
Coins with that obverse were sold to collectors. Check Your Change records the fourth-portrait coin as made available only in annual sets and Royal Mint packs. It adds that 100 were deliberately given in change to visitors to HMS Belfast in February 2015, which prompted press reports that only 100 existed.
A second proclamation, in force from 11 June 2015, covered a single base-metal coin with the legend for Jody Clark's fifth portrait. That is the coin in the Royal Mint's circulating figures, at 650,000.

The obverse carries the fourth coinage portrait of Elizabeth II, by Ian Rank-Broadley. The reverse states no value, so the denomination is on the obverse. Here it is spelled out as TWO POUNDS after a legend ending FID DEF, where the later coin has F D and 2 POUNDS in figures.

Check Your Change warns that fakes of the fourth-portrait Royal Navy £2 are known. The die-break "flag on the mast" that collectors look for is recorded on the circulating Royal Navy £2, which is a separate issue with a different obverse.

Coin Hunter lists the 2015 annual set, which it dates to 16 December 2014, as holding this coin alongside the fourth-portrait Magna Carta £2. Given the warning about fakes, an example still in its Royal Mint packaging is easier to trust than a loose coin.
The June 2015 proclamation made no provision for silver or gold, so the precious-metal Royal Navy coins rest on the October 2014 proclamation and its fourth-portrait legend. The companion coin from the same sets is the fourth-portrait Magna Carta £2.
