History and design
This is a collector version of the 2 Pounds - Elizabeth II – Bill of Rights. The history below is that coin's; the mintage, varieties and collecting notes on its page do not apply to this strike.
In 1989 the Royal Mint issued two £2 coins for the 300th anniversary of the constitutional settlement of 1689, when William and Mary took the throne on terms set by Parliament. This coin marks the English Bill of Rights, the Act that set out the rights and liberties of the subject and settled the succession on the new king and queen. Its partner marks the Scottish Claim of Right of the same year.
Both were authorised by a proclamation of 21 December 1988, which made the nickel-brass coins current and legal tender. They were commemoratives, not general circulation coins. The Royal Mint published a single figure for the two designs together, 4,777,891 struck to circulating standard, and gave no split. Collector references agree that the large majority were Bill of Rights coins: Check Your Change puts it at about 4.4 million and Change Checker lists 4,392,825.
The reverse is by John Lobban. The proclamation describes a cypher of the letters W and M, for King William and Queen Mary, interlaced and surmounting a Parliamentary mace placed horizontally. The Royal Crown is above and the dates 1689 and 1989 are below, all within the inscription TERCENTENARY OF THE BILL OF RIGHTS.
The obverse has the portrait of Elizabeth II by Raphael Maklouf, with the legend ELIZABETH II DEI GRATIA REGINA F D and TWO POUNDS below. The edge is milled and has no inscription. The coin is nickel brass, 28.4mm across, with a standard weight of 15.976g.
